Puntland Government values the commendable efforts and role Her Majesty Government continues to play in Somalia. Puntland is ready to contribute towards rebuilding a prosperous future for the Federal Republic of Somalia and its people.

 

Puntland contributes to peace and stability in Somalia. The State consists of an area in northern Somalia approximately one-third of surface land and 1,300-km coastline in Somalia. Puntland played an instrumental role in the national constitutional process and ending the transition in Somalia. The State has also been at the forefront in the fight against extremism, terrorism and piracy in Somalia.

 

For years, Puntland has expressed at international public forums its genuine concerns regarding the misbalanced international assistance to Somalia. As such, Puntland hoped that the London Conference of May 7, 2013, would propose a new comprehensive approach to international engagement in Somalia that takes into account existing realities on the ground and Puntland’s rights, as accorded by the Provisional Federal Constitution (PFC).

 

President of the Somali Federal Government (SFG) H.E. Hassan Sheikh Mohamud paid an overnight official visit to Puntland on April 28, 2013. Despite the short notice, a big welcome ceremony was prepared for the President’s delegation and the President of Puntland, H.E. Abdirahman Mohamed Mohamud, hosted well-organized dinner at State House in Garowe. A large audience attended the State dinner from different sectors of civil society, which offered President Mohamud an opportunity to address the people of Puntland, and the Somali people more generally.

 

Puntland prepared a thorough agenda to discuss with the visiting SFG delegation. The agenda points included: a) implementation of SFG-Puntland Agreement of March 11, 2013; b) security cooperation; c) respect for Puntland’s constitutional rights; d) implementation of federal system; and e) serious concerns about tampering with the PFC, equitable sharing of international assistance, issues related to natural resources, and a lack of SFG consultation of national affairs with the Federated States, as sanctioned by the PFC.

 

President Mohamud and President Farole agreed in principle on: a) continuation of the national peace and reconciliation process; b) the eventual reintegration of Somali National Forces in a consultative process; and c) the implementation of SFG-Puntland Agreement of March 11, 2013. However, the SFG delegation arrived in Garowe without an agenda and posed major obstacles by categorically refusing to discuss the agenda of national affairs submitted by Puntland. President Mohamud’s delegation also presented obstacles to the speedy implementation of the federal system, most notably by opposing the voluntary formation of ‘Jubaland State’ in southern Somalia, in line with the PFC.

 

Puntland calls on Her Majesty Government to take into serious consideration existing realities in Somalia and the critical need for Federated States (Puntland) to fulfill their mandate under the PFC, on international assistance, economic matters, treaties, and important international accords (Article 54), and national security and federal affairs (Article 208).

 

Additionally, Puntland is seriously concerned with the tampering of the PFC, endorsed by the Roadmap Signatories in Nairobi on June 22, 2012, co-signed by the U.N. as a guarantor, and adopted overwhelmingly by the National Constituent Assembly in Mogadishu on August 1, 2012. Puntland calls on the SFG President, as Custodian of the Constitution, as well as the Speaker, and the SRSG, to launch a full inquiry urgently and to declare an explanation to the citizens of Somalia.

 

Regrettably, as Puntland did not receive an official invitation from any party, Puntland will not send an official delegation to attend the London Conference. Puntland will soon forward a Position Paper on Somalia to the London Conference II.

This is not I what wanted. This is not what Somalis wanted. Most Somalis wished Somalia will be less polarized today than it was during transition.

 

Hassan's leadership has been quite disappointing.

It seems the regional actors were not invited. I doubt we will see Xin iyo Xeeb, ASWJ and Godmudug in Londen. I think this a positive step, Foreign policy is the domein of the central goverment and not of the clan states.

Yes this is due to the federalism roadblock Hassan has setup in Mogadishu with respect to Jubbaland. There are also other issues including lack of consultations with political stakeholders on the Conference's agenda. So Puntland's boycott is justified in my opinion.

 

Hassan is begging neighboring countries to support his political agenda. He never consulted with the people whom his policies will impact i.e. Puntland, Jubbaland , and others. That shows ill intent on his part. Puntland has the capacity to oppose him on constitutional and political grounds.

 

Hassan has been given the benefit of the doubt---from now on he will see a real, active opposition from Puntland , Jubbaland and like minded interest groups in Somalia. Somalia is akin to a new born; it needs a joint custody from all stake holders.

Xiin, Puntland was not even invited but was however consulted by Hasan Sheick in his recent trip to Garowe. Goverment represents Somalia but consults regional actors. Foreign policy is the sole domein of the central goverment. This is according to the constitution of the country.

The problem with the SFG is they started to early to act as a government in control of the country, President hassan has a different vision on how he sees Somalia should be reconstructed. But if you look it from hassans perspective , he wants to get the support of the wider world and in particularly IGAD and that he should be viewed sole representative of the Somali people. There is one problem Somalia is tarnished by a deadly civil war the past 22 years there is lots of grievances in the country and than there is the federalism debate and on how it should be implamented on the ground the government wants first reconciliation and than territorial control and than federal states to be established. Bal weynu eegi halkay ku danbeyso.

Xaaji, Hassan has his priorities wrong. He is seeking international support to settle long standing issues like Kismayo :D. It is as though Kenyans, Ethiopians , British, & US , Europe has just come to know about Somalia's political disagreement. There was a purpose for the roadmap , there was an understanding for all stakeholders what ending the transition meant . Hassan and his advisers, it seems, are the only folks who do no understand the meaning of ending the transition. For them they think they are the victors---the sole representatives of Somalia in the same way Kenyan leaders are

While Mogadishu government, SFG, and Hargeisa admin's talks should be welcomed the exclusion of the real stakeholders of the said talks makes its outcome predictable and many who expect a positive outcome will be disappointed. No Justice, no peace. whether The President Hassan is doing this by design or arrogance remains to be seen.

 

The meat and flesh of the talks are yet to be addressed, who is Somaliland btw, is a legit question to be entertained by the political pundits of the Horn.

SECURITY COUNCIL ESTABLISHES UNITED NATIONS ASSISTANCE MISSION IN SOMALIA,

 

TO BE OPERATIONAL BY 3 JUNE FOR INITIAL PERIOD OF 12 MONTHS

 

 

Unanimously Adopts Resolution 2102 (2013)

 

Acting on the recommendations of United Nations Secretary-General Ban Ki-moon, the Security Council today decided to establish the United Nations Assistance Mission in Somalia (UNSOM) by 3 June for an initial period of 12 months, providing the United Nations “good offices” functions — and a range of strategic policy advice — in support of the Federal Government’s peace and reconciliation process.

 

Unanimously adopting resolution 2102 (2013), the Council decided that the mandate of UNSOM — which it intended to renew as appropriate — would include the provision of policy advice to the Federal Government and the African Union Mission in Somalia (AMISOM) on peacebuilding and state-building in the areas of: governance, security sector reform and rule of law (including the disengagement of combatants), development of a federal system (including preparations for elections in 2016), and coordination of international donor support.

 

Among its other mandated functions, UMSOM would help build the Federal Government’s capacity to promote respect for human rights and women’s empowerment, promote child protection, prevent conflict-related sexual and gender-based violence, and strengthen justice institutions. Further, it would monitor, help investigate and report to the Council on any abuses or violations of human rights or of international humanitarian law committed in Somalia, or any abuses committed against children or women.

 

In such work, the Council underlined the importance of Somali ownership, requesting the Special Representative of the Secretary-General, Nicholas Kay, to align closely United Nations country team activities with the priorities of UNSOM and the Federal Government, as well as AMISOM, the Intergovernmental Authority for Development (IGAD), the European Union and other regional, bilateral and multilateral partners.

 

By other terms, the Council decided that UNSOM would be based in Mogadishu and deployed across Somalia, as requested by the Federal Government and as conditions permitted, in line with arrangements set out by the Secretary-General in his 19 April letter to the Council (document S/2013/239). Further, it recalled provisions in resolution 2093 (2013) in relation to UNSOM as a structurally integrated United Nations mission, welcoming the proposed leadership and coordination structures, with a clear delineation of duties.

 

For his part, the Secretary-General was requested to keep the Council regularly informed of the implementation of UNSOM’s mandate, including steps he was taking to ensure the presence of a structurally integrated mission by 1 January 2014, as well as an assessment on the political and security implications of wider United Nations deployments across Somalia, with a first report to be delivered no later than 2 September 2013 and every 90 days thereafter.

 

In his 19 April letter, the Secretary-General transmitted the results of a technical assessment mission to Somalia, deployed from 17 to 29 March. He notes that the team conducted its work on the basis of resolution 2093 (2013), adopted on 6 March, by which the Council defined a new United Nations presence in Somalia, guided by the Secretary-General’s Strategic Review of the situation. It agreed that the United Nations Political Office for Somalia (UNPOS) should be replaced by a new special political mission as soon as possible.

 

Throughout its encounters, the mission had heard strong support for a United Nations mandate in all areas identified by resolution 2093 (2013), according to the letter. The team found the political environment to be extremely complex, but with “impressive” capacities for peace and dialogue, thanks to the strong political will of the Federal Government to rebuild the country. International commitment was critical to ensuring an enabling security environment.

 

Those findings depicted an environment in which a new United Nations mission could “do much good”, the letter states. The team’s “mission concept” outlined an approach for providing mandated activities, guided by the principles of Somali national ownership, flexibility, and collaboration and partnerships. The letter outlines the core substantive functions of the new mission in the areas of: political affairs and mediation; rule of law and security institutions; and human rights and protection, as well as a role for multidisciplinary task teams to ensure coherence between the United Nations country team and the mission.

 

After action, Elmi Ahmed Duale ( Somalia) expressed his full appreciation for the adoption of an “important” resolution, which would support and facilitate his Government in achieving its development, governance and security goals. The resolution also ensured that there was only “one door” to knock on, as opposed to fragmented approaches, in coordinating assistance. Indeed, today’s action was a “first step” towards more effective Council support.

 

Against that backdrop, he called on all partners to abide by the principles of Somali sovereignty and ownership when extending support for the development of a Somali future, adding that regional authorities should also be consulted. Welcoming the emphasis on coordination and urgent action, he underlined the need for human and financial resources to help Somalia implement its mandate, drawing attention to the 7 May donor conference in London. “This year will be an opening of opportunities for Somalia’s development,” he declared.
