It is not irrelevant question. In fact it is the only question that is relevant regarding changing the political direction of Somaliland. If you conclude that ICC have no leverage on Somaliland, it is fair to say ICC cannot impose a one Somalia solution on Somaliland. If however ICC have leverage on Somaliland (political, financial & security), as I believe the case is, then it is fair to conclude the result of these diplomatic dances will be a unified Somalia.

 

So the question for you is: Does the ICC has a leverage on Somaliland?

Xiin, the ICC is not a world government which decides the fate of all nations. It is a mere organisation set up to safeguard the human rights treaty and bring to justice the war criminals of the weeker nations. Therefore, your question is still irrelevant and depends on many things chief of which is whether the former republic which Somaliland was part of was a member of the ICC.

Tallaabo Koonfurians have been living and based their entire foundation of state existence and how it functions on the international community some people think that the International community cares deeply to keep the former Somali republic at all cost together. Its a physiological mindset the past 21 years of beesha calaamku maxay tidhi They the international community can just play a mediating role to a certain extend but it cannot play a decisive role. Although the IC puts pressure on both SL and Somalia to hold these talks but thats where it ends even they know what is at stake but for the international community it dont really matter Somalia and Somaliland is not as important as we think. Hence why they kept quiet for to long even the current government in Somalia is in effective the west just sees interests.

Che, this is inline with ICC's promise for Somaliland to make their integration peaceful that does not disturb the stability in the North. Siilaanyo was promised 3 things to bring him into fold: 1) Economic development for the region, 2) Dignified talks with Somalia, 3) International Cover for the union outcome.

 

Our separatists brothers are already liking the first 2 :D. If you listen to NGONGE and co they are quite content how thier administration is talking to Somalia , and not Puntland or Khatumo . They are also happy with pledged economic development. I can NOT predict how they will react to the third promise when Siilaanyo delivers it though :D.

ps. Former Prime Minister Maxamed Cabdi Yusuf is ill informed. He should welcome the talks--talks are always good.

Xiin..What the IC can do is really limited unless they have a real vested interest in Somalia that's beyond the war against terrorism and piracy, If Somalia continues in its current trajectory, they might more inclined to devote some time and resources in advancing these talks but it stands now, it's all lip-service.

^^Well the little positive political movement we see is due to IC's change of direction. Whether that is due to humanitarian consideration and kindness or a real geopolitical calculation is another matter. But the reality is it is IC that held the London conference, the Turkish Conference, it is them that formulated the road map that ended the transition, it is them that fund this government and support other regional administration SL included.

 

I would agree their involvement has not been optimal, but one cannot credibly dismiss their obvious role in orchestrating the new Somalia.

^Everything you mentioned has been done to stabilize the South, The West have tried different ways to contain the South and none have proven successful including ill-advised Ethiopian invasion. They have finally figured out that one needs to empower the locals if there is any hope to see a stable South. The purpose is to deny AS and its foreign elements large swathes of land in which to operate.To that end, these latest efforts have been successful but they are not answer to the larger Somali problem which Somaliland happens to be part of it.

The ic wants a stable somalia but it wants to reach that by using diplomacy, we somalis think we are really important for the west but we are not.

Some of the moves I mentioned represent an overarching IC policy in Somalia. there is a reason why Britain and US are involved in bolstering the security capacity of both Puntland and Somaliland (lets not delve into the quality of such support). Assuming these policies are driven by containing alqaida affiliated groups threat emanating from Somalia, then the presence of such groups in the North as well as in the East of the country only shows that the south is not an isolated place ...

 

Somaliland is a challenge for sure but not close to the challenge posed by alshabaab. Somaliland is led by rationale actors that depend on IC's financial support for the large part. Somaliland is also facing internal political/security strife that is only contained by the help of the IC , I do not expect a rebellion at the admin level -- Siilaanyo saying no would be akin to spitting into the well that sustains you .

 

The Ethiopian invasion might have been ill advised from a Somali prespective, but it could as well have been a convenient means to eliminate a threat from IC's perspective.
