It was a sensible decision not a scam. I'd rather someone looked after it instead of it falling apart. Besides, that's not the only diplomatic building Somalia has in Rome. There are 4 as the ambassador said so renting out this one and using the funds to fund the embassy is a wise decision.

Nuur cade is nothing than an ambassador. He has no legal right to sale or to rent a common or collective Somali property period. There is some fishy about such dealings. Auditing the revenue generated from the business and what legal privilege has the ambassador to honor if you will such an adventure.
