No country got rich from Aid, Somalis should wean themselves from this sloth inducing habit. If we can't help ourselves, then maybe it's best to accept infrastructure aid for things that we can repair and service or budgetary support for education and health.

 

I believe this type of aid is more useful.

Yep- NGOs and their workers probably pray for instability and chaos, so their donor keeps flowing, their projects sustained and payment to increase.

 

P.s. There are some exceptions but they tent to have their own agend- mainly religous, but they are a lot smaller and more effective.

 

The NDP is good,but a very tall order to achieve!

you are the biggest NGO sympathiser alive and against bottoms-up grass-rooted sustainable development supported by a selected few. there are many of which you are certainty the biggest devil who are pillaging this country of its precious resources and would gladly hand it to your white pay masters!

we've suffered for far too long living on handouts and dependency! what this country needs is more trade/business-oriented growth! this will give us a way out of this quagmire.

 

business MUST be encouraged and there should be inducements packages that will attracted FDI. the govt must tax heavily and proportionally. privatise and take a controlling share/ golden share of 24% of all stated owned enterprises. more public-private partnerships MUST be implemented. this govt must intervene in the market more as left to its own devices, we will witness even more negative externalities. migration must be controlled and a policy of regional development must occur in the periphery. high growth and high job creation type sectors MUST be given a priority. NGOs must be strictly regulated. there should more taxation against NGOs/INGOs.

 

'hot money' or diaspora money must be strictly controlled ensuring that there is consistency in currency values.

I know you are trying to socodiisi your thread but please use other means rather than resorting to calling me devil and hypocrite (I never justify cantrabaqash).

 

As for this hogwash you advise- you clearly have limited understanding of developing economies and Somaliland political relations (go beyond the clan lines) otherwise you would not advise on the one hand govt must tax heavily and proportionally and government market control which in layman terms means scaring away business and investments.

 

Somaliland does not need more control, and heavy taxation will make it more prone to corruption, in the absence of legal and enforcements to support and ensure fair and transparent implementing system.

 

You forget Somaliland is where it is at today because the private sector carries it- in education, in business, in politics, in health- punishing that same sector not only stumps growth- particularly the growing new business, but it is also ungrateful way to deal with the sector that carries the most weight.Since the government and political parties collate their wealth and their campaign money from those same private sector businesses- it is not very likely.= wax fahaan as NGonge would say

 

Now, let me be patronising and say- FOCUS dear- separate the NGO and the private sector.

 

P.s. As for the bottom up yad yad yad- your understanding of that is supporting local NGOs set up by the Diaspora. I don’t like this “gaalaad ka so qaada” mentality that people employ. Stealing is stealing- make your own bloody money without ciidna ka so qaadin. I believe local NGOs are even more corrupt, they don’t even pretend not to be corrupt.

I use to pay 10% when I was full time employed. Now as self employeed, I am to fill a tax return form when I've been active for a year. 10% is nothing compared to Western countries- but the salaries are a lot lower so it makes sense to tax according to people means.

How come no one mentions those mooching Xawaalada, The Black NGO´s of Somalia Wallahi been seeing people that have lived on remittance money for over 20 years. Reerka/tolka waa la caawiya not to a extent that they become dependant or simpy to LAZY to work!

It is interesting that raising taxes and internal revenues is now advocated as I have been fascinated for a while about the possibilities open if seriously done.

 

Of course, taxes should be ideally at least as high as top Western rates and targeted (specific sectors being treated leniently for socio-economic reasons: small farmers or struggling labor-intensive sectors).

Eg, anyone earning more than minimal income ($2000/year) may be spared with increasing marginal rates from 5 to 50% or more.

Whole cash-cows sectors that produce "easy money" or make use of public goods such as Telecoms need to be either wholly nationalised, part controlled by the state or at the very least heavily regulated: this is to ensure the well-connected or rent seekers that do not pursue risks or pro-poor, labor intensive investments should at the very least pay for their use of public assets such as airwaves.

 

This era of easy profits at the expense of the masses lacking the very basics must draw to an end.

 

In that light, urgent social targets and concomitant necessary spending levels should be the priority (eg financing primary care, litteracy, targeted food subsidies and infrastructure); minimally, costs of $100 per capita are to be expected (current budget needs to be roughly doubled and expenditures focused away from officials to essential services delivery). The aim is to gradually triple those commitments over say a period of 10 to 20 years depending on many factors.

Of course, with elites and traders running the show and using clan cards, all that is unlikely short of a socialist or islamic revolution.

^You can't get rid of NGO- just better controlled and managed so they do what you need doing rather than random short term things. Even in the UK NGO exist to work according to a plan and structure. LEss wastage, corruption and better use of aid.

Juxa, eeer I pay tax- it is not tax free- just relys on honest and people declaring their income and willingness to pay tax. It is not fully enforced- unless you are a company.

 

You need to pay registration every year and it would cost you more if you have not done your tax return come renewly date. OF course if you dont tell them you work or your details or your income then no asks you to pay anything.
