There seems to be a lot of news, opinion, developments and updates on the talks between Somaliland and Somalia.Its better to collect all the info in one thread, so we keep eachother up to date. This way we improve also the qualiityof the threads and the discussuin in the SOL Politics section. Hope everyone can contribute.

Somaliland: President Appoints Five Member Team To Represent Somaliland In talks With Somalia

 

HARGEISA(SomalilandPress)–Somaliland President H.E Ahmed Mohamed Mohamud (Silanyo) has appointed a five member team to represent Somaliland in the first ever talks with Somalia since in 1991; these talks are in accordance with fulfilling the outcomes set by the recent London conference.

 

President Colony has appointed five ministers in his cabinet to represent the country during the upcoming talks with Somalia which will be held in London soon the first with, although the presidential press release did not say in detail when the talks will take place neither the nature of the talks which aren’t clear at the moment.

Those appointed are:

· The Minister of Foreign Affairs Dr Mohamed Omar Abdullahi

 

· The Minister of Interior Hon Mohamed Nur Arale (Duur)

 

· The Minister of Public Works Hon Ahmed Abdi Haabsade

 

· The Minister of Agriculture Prof Elmi Farah Mohamed

 

· The Minister of Justice Hon Hussein Ahmed Aidid.

 

On 23 February senior representatives from over 40 governments and multi-lateral organisations come together in London with the aim of delivering a new international approach to Somalia. They discussed how the international community can step-up its efforts to tackle both the root causes and effects of the problems in the country.

 

There aim was to hold intensive discussions with international and Somali partners and key stakeholders (including civil society) to agree practical outcomes

 

Despite the efforts of the African Union, the United Nations and the international community, international policy towards Somalia is not succeeding. After 20 years of sliding backwards, Somalia needs a step-change in effort – both from the international community, but also Somalia’s political leaders.

Indeed Xiin, times change and I am really happy with these talks. Its a step forward and I hope it leads to more dialogue on all levels, cooperation, common institution, and a compromise that creates an added value for all the Somali people.

nothing comes out of it.People neva have enough of entertainment! no need somaliland to compromise it's existance.Anyone who reads what the so called unionists write on the net will neva have anything to do with them.The door is completely shut after these nonesenical talks.

MOGADISHU – The Somali Parliament has cautioned president Silanyo and his administration against holding talks with President Sheikh Sharif and the Transitional Federal Government-TFG he leads.

During the Somali parliament session held in Mogadishu on Monday, the parliamentarians said that president Silanyo should be aware that Sheikh Sharif and his TFG government have not only lost the confidence of Somali people but lack the mandate to fulfill any agreements made.

The Somali MPs also said that Silanyo should not hold the talks lightly as issues to be discussed are of the utmost importance as they are from the early sixties and related to Somaliland's grievances against Somalia as pertains to poor treatment meted to the former British colony. These grievances led to the civil war which ultimately led to Somaliland renouncing its union with Somalia.

The MP's said that the TFG is inflated by operatives from the diaspora who do not understand the differences that led to Somaliland's withdrawal from its voluntary union with Somalia in 1991 thus bringing an end the dream of a greater Somalia.

The Mogadishu parliamentarians unanimously concurred that not only that is the TFG administration very corrupt, devoid of political acumen but its foreigners awarded mandate is finished and thus not the right authority for holding talks with Somaliland.

The MP's further accused the diaspora controlled TFG of having sold the country to foreign companies and governments that have been awarded lucrative contracts to fleece Somalis of their natural resources, after payment of hefty sums in bribery to Senior TFG operatives.

Hon Ahmed Dhimbil Roble "Asoowe" the 1st deputy speaker revealed that parliament has finalized arrangements to hold presidential elections on 30th April 2012 thus replace Sheikh Sharif and the TFG with a popular elected president and government.

"Somaliland, TFG and foreign governments can hold all the talks they wish so long as they are aware agreements are not binding for the Somali people" Said Hon Asoowe.

The deputy speaker said if president Silanyo fails to heed their guidance as pertains to holding talks with the TFG then he (Silanyo) and Somalilanders at large should be aware that such talks will be an exercise in futility for Somalis will not honour any and all agreements reached.

Hon Ahmed Asoowe urged president Silanyo to be patient and give the Somali people time to put their house in order by electing representatives of their choice thus an administration with the full mandate of the people and knowledgeable on Somaliland's grievances therefore effectively honour agreements between the two brotherly countries.

Hon Suleiman Alanle said that proper and legally binding mechanisms must be put in place to ensure that talks with Somaliland fruitful. The legislator said that the TFG lacks the mandate to discuss Somaliland's long held grievances against Somalia that stretch back to early sixties and can therefore not assure successful conclusion or implementation.

The Somali MP said that it is imperative that President Silanyo desist from the haste in talks he has so far shown following his appointment of a committee to jump-start negotiations. He said that there was nothing personal against Sheikh Sharif but his mandate has expired, and if he stands for re-election and wins then he shall have the whole of Somalia behind him.

According to Hon Suleiman Alanle the now cozy relationship between Silanyo and Sheikh Sharif which started in London during the February Conference on Somalia emanate from prodding's by several governments that took part in the conference who made it compulsory for the two expedite discussions or lose monetary support if otherwise.

Somalilanders from various walks of life, notably Hon Abdirahman Irro, have shown sentiments similar to those expressed by the Mogadishu based parliamentarians.

HARGEISA (Somalilandsun) - The appointment of a five member technical committee to lay the ground work for talks with the Transitional Federal Government-TFG in Mogadishu is a welcome move by the president though it begs for a lot of questions than it provide answers.

This latest development stems from Somaliland's recent reintegration into the Somali political process following the February 23 London Conference on Somalia. It is an obvious fact the over 2 decades quest for Somaliland's recognition as a sovereign nation rests with the agreement of Somalia. Though this great and imperative need lies there let us examine some arguments against.

Technical Committee

President Silanyo has appointed a technical committee to prepare the way for proposed talks with the Transitional Federal Government-TFG.

The 5 member technical committee which is mandated with organizing the proposed talks between Somaliland and Somalia is made up of: Dr Mohamed Abdilahi Omar, Minister of Foreign Affairs, Hon. Mohamed Nuur Arale "Duur", Minster of Interior, Hon Ahmed Abdi Habsade, Minister of Public Works & Housing, Hussein Ahmed Aideed, Minister of Justice and Prof Farah Elmi Mahmoud, Minister of Agriculture

The committee is surely meant to lead the country in the wrong way, exactly reminiscent to the 60's route that led to the fateful union that cost so much in lives and property to break.

 

Apart from one member Hon Habsade, the other four are novices who do not possess the necessary skills nor experience for such an arduous national mission. Their current posts are the first for the four to hold on a national scale thus their suspect performance at such a grand scale that holds the future of the country.

 

49% Representation

At the same time the committee is entirely representative of the government as all members are Silanyo cabinet ministers that translate to the Kulmiye party only committee. Silanyo/Kulmiye garnered 49% of the popular vote during the last presidential elections that brought him to power. This being the case and all talks' committee members appointed from the government means that 51% of the population is not represented thence not party to deliberations and subsequent outcome of the Somaliland-Somalia talks.

 

Talks Legitimacy

The timing of the this move is also suspect because Silanyo is in office courtesy of Somalilanders while Sheikh Sharif his counter-part in the TFG does not hold the mandate of Somali's not to mention that his current term expires in August of this year.

With these arguments burning minds will president H.E. Ahmed Mahmoud Mohamed alias Silanyo take a long breath and meditate on the following salient points.

All Representative Technical Committee

For the talks to have nationwide support and consensus it is imperative that the president appoint an all-encompassing technical committee that includes:

• Government officials

• Members of both houses of parliament (Guurti & House of representatives)

• Traditional and religious leaders

• Intellectuals

• Women & the Youth and most importantly

• Experienced elders of the caliber of Abdi warabe and Qaybe etc

This will surely give the talks organization the necessary legality in the eyes of Somalilanders who are the ultimate beneficiaries of any outcome be it negative or positive.

Talks timing

As per the timing of the talks it is prudent that the president wait the until August when the tenure of TFG president Sheikh Sharif expires thus ensure that we are talking to the legal Somali leadership thus guaranteed agreement implementations.

Dealing with the mandate less TFG is an exercise in futility as it is sure as the sun sets in the east that it has no authority to implement what Somalilanders really want and expect from the talks, OFFICIAL SEPARATION.

 

Therefore Your Excellency take a deep breath and utilize your years of political and leadership acumen to recall the 49% representative technical committee, appoint one with 100% representation and postpone the talks preparation until after the fate of the TFG and president Sheikh Sharif is known.

HARGEISA (Somalilandsun) – President Silanyo has been urged to be cautious in his quest for proposed talks with Somali.

The Speaker of the House of Representatives Hon Abdirahman Irro said that it is imperative that any dialogue with Somalia must have 100% approval by Somalilanders. Irro was reacting to the appointment by Silanyo of a five man committee to spearhead talk's preparations.

The speaker who was officiating at his WADANI party's general assembly in Hargeisa acknowledge the importance of discussing separation between the two former united countries while cautioning against haste and the use of partial actors in the dialogue.

At the same time Hon Irro asked the government to urgently explore avenues to put an end to continued violence in some parts of the eastern regions, Said he "Violence will never resolve our problems so it is time we put an end to clashes and discuss resolutions peacefully"

He said that his WADANI party is greatly concerned about ongoing clashes especially in Buhodle where various skirmishes have resulted in a number of meaningless deaths of innocent civilians and combatants as well.

Mr. Irro also asked the government to extend the now ended tenure of local councils to until December thus allow ample time to the National Election Commission to prepare and hold local government elections.

 

During the national party congress Hon Irro was elected WADANI party leader and thus its presidential candidate.

WADANI is among 15 other political groups that have emerged in the recent past to contest for local council elections after which the tree top groups will be registered as the official political parties as per the constitution which stipulates that there shall only be three political parties registered in the country at any one time.

President Sheikh Sharif of the Transitional Federal Government of Somalia (TFG) announced that he plans to appoint soon a committee responsible for talks with Somaliland, which has declared its secession from the rest of Somalia.

The President recalled that it is impossible to forget the central role Somaliland played in the liberation and unity of Somalia as it is also undeniable the present peace and political development prevailing in the area under its control.

 

“The TFG is ready to appoint as urgently as possible a committee in order to start a dialogue with our brothers of Somaliland, taking advantage of the presented opportunity,” President Sheikh Sharif said.

President Sheikh denied that his government is bent to destroy existing regional administrations. He continued saying that to the contrary, the Government supports their progress and unity, stressing his belief that the formation of regional administrations is a victory for Somalia.

 

Furthermore, President Sheikh Sharif said that his government rather than closing its door to anyone who has complain welcomes everyone who feels unfairness or exclusion. He added that it is the responsibility of the government t to search and work hard for any opportunity that can bring about the unity of all Somalia.

 

“These days the circulating rumors or stories that the TFG government is determined to destroy Puntland and Somaliland are baseless. We see the recognition of Khatumo State as an affair in the hands of Somalis, aimed at opening a dialogue among Somalis in order to live peace. We spoke our brothers (Somaliland and Puntland) that TFG’s agenda is for rebuilding and not for destroying,” President Sheikh Sharif said.

 

The President of Somalia made this statement at a ceremony for the celebration of March 8, the International Women’s Day, which took place in Mogadishu. He lauded the role and extraordinary contribution of Somali women in the social development.

 

It was few days ago when the President of Somaliland, Ahmed Mohamed Mohamud (Silanyo) declared that his government will hold talks with TFG as a neighbor government.

Indeed, very few realize that these are historic times, like President Shariif said. For the first time in decades that political representatives from Somaliland and Somalia are talking. Even the Somali regime did not talk with opposition groups. Dialogue and talks are good and bring an end to animosities injected in to the public.
