Prof. Cabdi Ismaaciil Samatar “Shiikh Shariif Xaq uma lahayn in Ra’isul Wasaaraha Turkiga ..

Recommended Posts

We should first discuss whether Somalia's government is a parliamentary system or presidential System its not clear whether the TFG has adopted the Parliamentary System or a presidential System. Currently Abdiweli operates as vice president with less executive power, it seems perhaps the TFG uses a semi presidential System. Because Sharif Appoints the the Army Chiefs and the Ambassadors of the Country.

head of government. Rajab Dayib waa a head of government in Turkiga. Madaxweynaha Turkigana waa C/llaahi Guul, taas ayaa jirto.

Protocol jirto haddii la raacana a head of government always waxaa soo dhaweynaayo his/her counternpart. Saas u ah protocol adduunka. Hadduu his/her counterpart maqanyahayna, ku xigeenkiisa ayaa kusoo dhaweynaayo garoonka. Shariifka in uu soo dhaweeyo garoonka qof u diideyso maleh but protocolka uu jibiye, then again everything about Soomaaliya protocol kuma taalo.

Kan Turkigaba head of state and commander of chief waaye, yet hadduu ra'iisul wasaaraha Soomaaliya si dhab ah u tago asaga masoo dhaweynaayo, but Rajab Dayib's government soo dhaweyneyso. Waxaas waa protocolka caalamiga iyo kii Soomaaliya u deganaa in '60s.

Magac u yaal haku marmarsiyoon,
sharci ayaa jiro ama ha lagu dhaqmo ama ha lagu tunto, laakiin sharci ayaa jiro. One needs to follow that.

Anyway, waxaan wax muhiim ma'aha laakiin runta in la isku sheego wey fiicantahay. Shariif iyo Gaas shaqsi aan u kala jeclahay ma jirtee, cidee soo dhaweynaayaan shuqul kuma lihiyee ee sharciga jiro lee ka hadlaayaa.

I asked you sharci miyuu jebiyey? if yes, prove it with source.

Meanwhile ku raaxeeso.

President of Tanzania is both head of state and head of government

"The president leads the executive branch of the Government of Tanzania and is the commander-in-chief of the Tanzania People's Defence Force.[1]" Source: Wikipedia

In Somalia, that is not the case. The Prime Minister is the head of government.

Speaking of Wikipedia, ku suhuuro tan:

Thus in diplomatic affairs, heads of state are
often the first person to greet an important foreign visitor
. They may also assume a sort of informal host role during the VIP's visit, inviting the visitor to a state dinner at his or her mansion or palace, or some other equally hospitable affair.

It all began in Turkey, Sharif went to ankara in 2009 and he was received by president Abdullah Gull at the airport.

Lebonanese prime minster visited turkey and he was received by Edorgan. It is clear here and the Turks do adhere to protocols.

Venezuelan President Hugo Chavez (L) welcomes Russian Prime Minister Vladimir Putin upon his arrival at Simon Bolivar International airport in Caracas.

"This is a truly important day for the country and for Latin America. It is a visit of great importance.
We are forging, like steel, a new multipolar world," Chavez said late Thursday in a televised address.

Last week, in announcing Putin’s first visit to Latin America’s biggest oil producer, Chavez thanked Russia for helping Venezuela "bolster its defensive potential" in the face of "threats" from the United States.

Does Venezuela has Prime Minister first? I reckon Somalina you are as confused as TFG government, This issue is not big deal, and we have many more pressing at hand at the moment, but I started this topic merely to show the inconsistent and lack of understandind and not adhering to the constitution by the TFG leaders, This was the cause of many conflicts and if not addressed will bring more issues.

Could you tell us when this picture was taken? and where? Medvedev and Putin changed positions? :D We don't have to urge for the sake of urging.

Anyway, Chavez is both head of the state and head of the government, Medvedev and Chavez can meet, Sharif can meet the Turkish Prime Minister, But is he the first to welcome him at the airport?

What is the role of the Somali president and that of the Prime Minister? :D
