Voter Registration begins in Awdal Region

^^While the people have moved on long ago there are, unfortunately, those who are caught in a time-warp. Most of these people in particular are long time diaspora people who have not been back home as yet. They still think the streets look the same, the familiar trees are still there and particularly they think the social situation is still the same.

Somaliland's voter registration is a simple but if successful a very effective measure against vote rigging and corruption. No other country in our neighborhood boasts anything close to our new system. Not only voters are registered in the presence of National Electoral Commision officers but also the presence of all the Political Party representatives as well as overseers from the EU and UN. And each voter is given an ID card which shows the persons full name, place of birth and DOB as well as his Photo. In the computer database, a finger print of the indivitual is stored so as to eliminate double registration of indivituals.

 

So in essence, it is a farcry from how the situation was in the previous elections. This time, there are a lot of prove for a credible and more transparent elections to take place.

And who exactly is funding this fingerprint database? Somehow I doubt, somaliland with its tiny budget can afford this kind of rigid voter registration system.

Hargeisa (Observer) The voter registration program, which was started in Sahil on 14 October, has now moved to the second region, Awdal. According to the Deputy-Chairman of the National Electoral Commission who is overseeing the process from Borama, the registration, which started one-day late, is now running smoothly in all but few locations. These locations have experience equipment malfunction and NEC says that these problems will be fixed.

 

Prior to departing for Awdal, NEC told reporters that valuable lessons were learned from the first registration program in Sahil and that they have resolved many of the logistical problems that beset the process during the very first two days in Berbera and other Sahil locations.

 

However, a new problem not encountered in the Sahil region surfaced in Awdal. Angry residents in four locations forcibly blocked registration offices and in some cases took away the registration equipment. The residents of these four locations claim that they should be considered part of Gabiley district and should not be included with Awdal. The dispute follows on the heels of a contentious debate between the residents of Gabiley and Hargeisa on one side and the government concerning district and regional demarcation between Gabiley, Hargeisa and Awdal areas. There have been rumours already circulating in Hargeisa that elders of the Sa’ad Muse clan have asked the President to respect past agreements that the 1960 district borders would be respected, but that the President, who hails from the Awdal region, rebuffed their request.

 

The Observer has learned Friday evening that a strong police and military force has been dispatched to the disputed locations. Elders of the regions have also been meeting in Hargeisa and had planned a press conference for Friday evening, but according to sources close to this meeting, some of the suldans (sultans) from the region have requested postponement of the press conference until tomorrow to allow the government to respond to request they have already made.

AN UNFORTUNATE INCIDENT

 

 

A 19-year-old girl was killed Saturday in Somalia's breakaway region of Somaliland after police opened fire on a rowdy crowd, Radio Garowe reported.

 

The victim, identified as Hamda Ahmed Abdi, died at the scene in Borama, capital of Awdal region.

 

Our correspondent reported that another girl, who was unidentified, was also wounded.

 

Police reinforcements led by Borama police chief Muse Abdullahi Hanfi rushed to the scene, but the commander was injured in a car accident on his way to the location and was being treated at a local hospital.

 

It is not clear why the crowd became violent and local police officials have refused to comment on the matter, but it is the first incident of violence since the voter-registration process kicked off in Somaliland earlier this month.

 

In Sool region, which is under Somaliland control, the region's influential traditional elders issued a warning to Somaliland's separatist rulers.

 

Speaking in Garowe, capital of rival sub-state Puntland, the Sool clan elders led by Garad Saleban Garad Mohamed warned Somaliland officials not to bring the voter-registration process to Las Anod, capital of Sool region.

 

Somaliland declared independence from Somalia in 1991 but has not been recognized internationally, although the region enjoys relative stability and has a functioning administration.

 

The breakaway region is slated to hold presidential elections in March 2009 with three political parties competing in the elections.

completely expected. Looks like its gonna be another florida voting scandel. you would expect his homeland will be automagic win!! and he would do more work in another regions..

 

not in african...first u boast your homies and their vote magically becomes 99% more than other regions.

even the animals are given voting ids. lol
