Somali leaders fail to resolve differences

MODAGISHU, Somalia (AP) -- Somalia's president and parliamentary speaker have ended talks in Yemen without resolving differences that have split the transitional government as it struggles to set up operations after returning home from exile, an official said Friday.

 

Somali President Abdullahi Yusuf Ahmed and parliament speaker Sharif Hassan Sheikh Aden failed to agree on where the government should be based, Deputy Prime Minister Mohamud Abdullahi Jama said.

 

The president wants government to set up in the southern Somali town of Jowhar, about 60 miles (97 kilometers) northwest of the capital, saying Mogadishu is unsafe. The speaker, however, insists they should be in the capital as provided in the transitional constitution, Jama said.

The parliament is expected to meet in Mogadishu on Saturday for its first session in the country since the government was set up, Jama said, even though the president recently declared the legislature in recess for two months.

 

The leaders also failed to agree on the presence of troops from neighboring countries, including Ethiopia, in a regional force that would be sent to secure the government and key installations, help disarm thousands of militia fighters and train security forces, Jama said.

The president supports troops from neighboring countries. Powerful warlords-turned-cabinet ministers who control Mogadishu and other legislators disagree.

 

"There are other issues, including the violation of the charter and a pattern of appointment and decision-making that are unilateral, that is on the part of the president and prime minister, that are not consistent with the spirit of reconciliation," Jama said .

 

A Yemeni Foreign Ministry official said the Somali parliament speaker left Yemen after five days of negotiations with the president.

 

"Despite Yemeni mediation, the two parties failed to reach an agreement," the official said on customary condition of anonymity.

 

Somalia has not had an effective central government since clan-based warlords overthrew dictator Mohamed Siad Barre in 1991. Warlords then turned on each other, plunging the country of 7 million into chaos.

 

The transitional government has been based in the Kenyan capital Nairobi since it was set up last year because Mogadishu is too insecure.

 

Somalia's Prime Minister Ali Mohamed Gedi, lawmakers and members of his Cabinet returned home on Saturday, setting up operations in Jowhar. The president, though, has yet to return home.

Its good that the President did not budge. Sharif Xasan is nohing the problem eminates from the warlords in Xamar so what ever agreement or deal he Shariff signs up to will mean little. Now its the time to move forward. The PM and cabinet need to stick to their position and govern. No more talks and mediations just implementation of programms.

Yeey is another warlord and worst of all, he is a clan minded misleader and Ethiopian stooge. He is surrounded by a circle of clannish charlatans from his immediate family who have this whimsy unreality that they (clan XYZ) are privileged to lead Somali people.they regretablly have mediocre plot to start some sort of conflict among the Mogadishu populace in order to have their desired hegemonic despotism come to fruition. when will these primitive imbeciles learn that times have changed and somali people are more savvy and progressivly have reached a political maturity. it is still them who are caught behind the clan animosities of yester years and it seems all the members of the clique ( including the Cheerleaders and Dukes) still whole heartedly believe this fatalistic fantasy of clan supremacy.

 

It was "Habeeb" an MP and minister in the Ghedi's TFG inflated cabinet who put this clan presidential ownership on the spotlight in a very diplomatic and unprovoking way, while addressing Minnesota audiance last week.

 

We should get rid of this ailing octogenarian as soon as possible and his ineffective boy toy. they are not even free to pursue their agendas without the blessing of MELES ZENAWI. Yeey's suggestion to be consulted with his Tigre boss before he could compromise even taken aback the Yemeni president, Salah, who had to ring Addis to lend a hand of the botched attempt to reconcile these warring Somali loonies. The speaker has shown in a very dignified manner that he will not become a sell out and would stand for his patriotic principles no matter. he left San'aa with a victory and a conviction that the Tigre clique are just reactionary minions that could be igonored and put aside for the moment. let yeey rot in his exile adventurism.

 

Once again, the task ahead is to continue the efforts of bringing some of the North Mogadishu big heads into the patriotic fold and to pressure the warlords to continue their dismantling of the roadblocks.

 

we could pacify Mogadishu and make it gun-free and militia-proof within a month.

 

We already have the quorum in Mogadishu; the speaker of the parliament should convene an extraordinary session to oust him. Yeey has no influence beyond Garoowe. The United States of America and The European Union government only recognize a government functioning in Mogadishu. They do aggressively oppose the foreign troops notion and the Ethiopian meddling of the Somali peace process.

Xiin, just to educate you more on the camp that supports the Shariif are from all walks of life and don't have any hidden clan agendas unlikr yeeys cheerleaders who are as porven all from his clansmen.

 

The supporters of the speaker consist of intellectuals (mostly in the Diaspora), The business community in Dubai and Mogadishu ( close to dozens of influential Somali millionaires have already pledged a large sum of money to cover all parliamentarians' expenses and salary while in Mogadishu).

 

their aim is not to score some political goals or outmanouver the other camp(Melse Stooges). That is the last thing in their mind. Their main target is to restore somali people's hopes, reconcile them and to oppose the ethiopian policy of creating clan fiefdoms in Somalia.

 

We have been patient with this long stalmate and we knew the whole Embagathi conference was a sham and another false start but we just want to work around things.

We can't have peace until we have the likes of warlords Yeey and others Ethiopian stooges. We need to get rid of them by any means necessary and we are working on that.

 

Just watch out as things progress in this critical juncture. then, we will find out who will be in festive mood.

That's so cute! Sharif Hassan - an MP elected from Bay and Bakool regions - has YET to set foot on the region from which he supposedly represents. On the other hand, Col Yeey landed in Baydhabo and was welcomed. He also landed in Jowhar and drove on to Beledweyne. Fact or fiction?

This so-called Mogadishu Stabalization Plan - why didn't it take place out of the warlord's own initiative, instead of fear that Col Yeey will bring foreign troops to Mogadishu? These men you wholeheartedly support (Mogadishu war/druglords) don't want to resolve anything in Mogadishu - after weeks of storing up militias, Cismaan Caato says on the BBC that the whole remove the roadblocks campaign was wrong from the beginning. What gives? The only people who are genuine about any chance of peace in Mogadishu are civil society - whose actions speak louder than words. They genuinely contribute their meager resources in the hope that lasting and permanent peace will soon envelop Mogadishu. But these war/druglords are all talk - and Sharif is turning out to be nothing but a puppet. If he was real, he would've forced the war/druglords to remove all roadblocks - step 1 in restoring order back on the street of the Capital.

 

And the whole Col Yeey and his cousins are bringing clan hegemony to southern Somalia train - LOL! You suffer from a terrible case of low-esteem, me thinks.

The reality is, A/Y has become for some the Eyes with which they see, the ears with which they hear, the hearts and minds with which they decide about everything. In such mindless drive and spirit, they have stepped out of their islamic decor and assail every Xawo and Adam who has disagreements with A/Y's . Every comment such supporters of his write, every political discussion they partake in, every effort they make is calibrated to make A/Y a vaunted leader who deserves the reverence of others. There is no freedom of conscious opposition to any wrong politics A/Y wants. Simply, there can be no discussion. An opposition is either a scrap merchant or the son of him, or a home robber who wants to keep his loot. I mean, does it get any more silly and childish than that??!

 

A/Y was given a chance to make things better, he squandered it as things stand. The process is on going still, and the end could be different altogether. Before the soon-to-come final goodbye to his excellency or a miraculous turn-around on his part(and getting smart all of a sudden for some out of this world reason) comes around, sing your songs of veiled yet obvious, slanted yet portrayed as balanced drama that no one believes except you. But, you didn't answer any of my fundamental questions. Were the people who welcomed Col Yeey/PM Ghedi in Baydhabo, Jowhar and Beledweyne the President's "clansmen" - as you want us to believe? Secondly, where are the cheering crowds welcoming Sharif Hassan in Baydhabo - but the guy didn't even go there.

 

Let's stick to reality. Mogadishu's warlords don't want anything to change - they went against Ali Mahdi, Cabdiqasim and now Col Yeey. Which means you don't want anything to change - you can mask your views as a patriot, but as long as you're on the side of Mogadishu's war/druglords who have yet to even remove roadblocks, then you're simply against the prospect of change: Ethiopia is coming - but where is Ethiopia? We'll remove roadblocks - yet, roadblocks on the Afgoye-to-Mogadishu road have increased (among others).

Chismaio? I know you became a Somali through some measure of affirmative action, so I'll let it slide. But, for the record, its Kismaayo. And yes, the mighty governor of Shabellaha Hoose defeated Gen Morgan in war - in essence, he defeated the whole of Puntland and showed the them his military prowess. I suppose it should be called the Aideed Doctrine - attack first, occupy, loot then ask questions. But that doctrine failed in Galkacyo, in Gedo and repeatedly in Kismaayo in the '90s. The RRA's internal weakness allowed such an aggresive doctrine to succeed in Baydhabo. You think Indhocade will continue to have success with a doctrine whose own namesake repeatedly failed to fulfill? I'll let you decide.

Actually, the "imminent goodbye" comment has nothing to do with death-wish but more like the imminent self-inflicting final blows coming to whatever chances he has left. He might even lose the power to bring a dozen conniving men to a table for a meeting if he continues in the current pace of screw-ups.

 

Besides, why wish death on A/Y when he has neither influence nor the capability to do anything to anyone on his own? The men you named actually presided over established institutions and societies that didn't distrust each other as profoundly as somalis do today. Their chances of staying in power was solid unlike A/Y who is just a man trying to find his footing. The basic fact about Somalia today is that people are paranoid about letting anyone else have unquestionable power over them. Each community secluded itslef and won't let anyone from outside their domain dictate over them. And if they have such person in a powerful position, they have the controls over him and he can do nothing they don't like. To pacify the unmalleable society, to make such paranoid people trust you, surely, it WAS really silly to talk about a war or anything that smells of it. A/Y made irreversible miscalculations. He thought just because he was elected, he could say and do whatever he wanted. It escaped him that the road to stability was fraught with dangers. No sooner than he was named president, he started alienating everyone, the same people who could have helped him isolate whoever would oppose the government. He drew the lines and he has paid for it. Presiding over a devided government that won't come together since each group will stick to their line including him is actually not what he expected. But I am sure it doesn't bother him a bit. He doesn't act as bothered and comes off as indifferent about what is going on.

 

Bottom line, What are his chances of succeeding in bringing people together and become what people hoped he would be? Can he win against the odds he created for himself? No one is going to raise a finger on his behalf for sure and fight a war to kill a relative. People been there done that. What is left is the current saga of political confusion. As long as A/Y and the men opposing him wage their wars on the airwaves, they are welcome. Let them fight. With the exception of A/Y supporters, every Somali thinks of him as another warlord, So the majority don't understand why he shouldn't get along with his peers and co-horts in crime. Inuu sasabtaa la rabey instead of raising the stakes and talking about BS. Instead of emboldening them and offending many, he should have cajoled them into being his stooges. They surely would have been happy to serve him and be his underdogs to rob what is left of Somalis anyway.

Same old arguments. Shariff isgreat, why is he so great he is illeterate and stands for nothing other than being the mouth piece of Qaynyare.

 

President Yusuf is bad, why is he so bad, because you dont like his clan, simple. You Xoogsade and Olol defend Mogadishu as if its the home of the right and insult everyone else as if they are wrong. Jowhar is bad, Beledweyne is bad, Baydoa is not even in Somalia. Forget about that dusty Bossaso. Mogadishu might have some ooops few looteed houses, a souple of roadblocks but its nice. Rubish and utter nonsence. The issue has been how we can get ourselves out of this mess. By following Shariff, a man with no clue or a President from the North East a PM from banadir and a cabinet with an equil clan representation?

I would go for the latter.

 

You have failed on the Ethiopea, on the clan card and on presenting an alternative to Yey/Geedi. You whole heartedly support the case of looters, then talk about Amxaro. Come on lads the game has just begun.

An alternative to Yeey? he can change his policies a bit to accomodate others I suppose, that is all required for things to work FOR HIM. I think the complaints against him are legitimate, the concerns are valid, and if people have a stake in this government as you sell it to be, then people better be on his case or on anyone's case they differ rightly, and they will be doing that without asking the opinion of those who are concerned with their own end of the game. Isn't it a selfish world out there in Somalia? And if you let another somali dictate to you without checks that you are lost? Ma nin soomali ah oo caddaalad yaqaanaa aragtey hadduusan kaa cabsanin? Even if the warlords were out of the equation, still people would be confronting A/Y if he wants to have the final say of everything. Such scenario of a man wielding unquestionable power is not palatable, that is made history which people hope never to come back again. Perhaps A/Y and his blind supporters should wake up to that reality and smell the coffee.

 

Btw, DUKE, Can you appreciate yourself in others(your copies) and be more realistic? be in tune with their warped mentality that is yours? Can you accept islam as the sole redeemer of the confusion? if not, Can you accept that people have the right to be YOU exactly in mentality and bargain whatever it takes for their own end? Besides, So far, I haven't said anything about A/Y's clan. I am actually quarter this tribe quarter that tribe, half this tribe and half that tribe. Can't say definitively I am a particular tribe, and for once, I am not emotionally connected to any tribe, the same individualistic mentality I was raised with, is the same mentality I still carry. Secondly, I don't like TRIBALISTS and will tell them what I think of them. If that makes me a tribalist or a hater of another tribe, so be it Saxib. I don't really care. I have no respect for tribalists and don't trust them.
