Mogadishu: Farmaajo I wont use 4.5 forumal for cabinet

MM: They dont control much, but thats not the point, the PM, came through this same formula and has not changed it through legislation, thus how does he actually carry it out? Or was he just sounding nice to the women he was meeting?

 

Interesting stuff, and we shall see how things turn out.

there is nothing legal about 4.5 in the cabinet

 

parlaiment reps are selected based on this formula but the cabinet should have nothing to do with it.

The whole TFG since from its inception was on the TFG. It's a good idea to stop this formula and change the system but its not a job only a PM can undertake.

 

The greater majority of the Somalis are against the 4.5 power share, even President Faroole had aired his dislike but how practical it is to avoid at this critical moment specially when the Somalis have learnt to use for the past decade as the measuring scale of a fair and balanced government.

 

Any list of names announced for a cabinet post will also include the clan names to see if it meats the 4.5, Dayniile style :D

^^^Thats the problem, the new PM sems to be making the nice statement.

 

Now lets say he names a cabinet of the 10 most competent Ministers that he believes can do the job, and 6 out of the seven happen to be from his clan. What would our Dalabay, Niinac and Co say? :D

Actually this will work, with few Ministers,(not more than 10) more productive, the next step is to reduce the number of MPs.

 

A bold move.

I am not sure what Mr. Farmaajo was referring to.

 

I am of the opinion the case against the 4.5 is not to dispose of power distribution based on clan (what else is he going to do? name all ministers from one clan?), but rather the bellyache is directed at the humiliating 0.5 allocated for "others". Most Somalis view the 0.5 tag itself as the true manifestation of all that is defective of the current TFG.

MPs became parliamentarians under this useless 4.5 formula, however, the selection of cabinet ministers are quite different and entirely up to the PM and how he wants to shape it. And then it is up to the parliamentarians to pass it or ditch it.
