Most of the people received non of these tax revenues and were already desperately poor before this unnecessary conflict, so if anyone is getting affected it is the fat cats in government and their financial woes is not anyone's concern.

That's familiar pattern everywhere. Somalis from Garriso to Djibouti, and Jigjiga don't benefit from their taxes, but you are right this will hit Muse, his minions and other fat cats the most.
