We are living in dog eat dog World.  There's no question that Museveni is looking out for his and country's interest.

The idea of expecting someone else to build or safeguard our country is foolish,  to say the least.  Every single country contributing troops in Somalia is almost mercenary.  Don't believe the crap. African soldiers' lives are not that big a deal. The leaders of these countries don't care much about public opinion when soldiers are brought back in body bags, if that is the case at all.

HSM missed an opportunity to remind Museveni our past and what we have done for Africa. Unfortunately,  he is not qualified,  and he's intellectually inept to respond in such a fashion.

Somalia will come back on its feet through either of the following 2 points:

1. Organic, unexpected popular revolution led by true Somali heroes whom country and people mean more than anything in the world,  and are eager to shed this decades long indignity once and for all.

2. The Young boys in the Bush take full control,  a la Afghanistan.

Instead of reminding this, he lambasted dowladii Farmaajo for expediting the exit of the parasite that is ATMIS and reforming them . Waa yaab. He wants them to stay for more long, useless years. Farmaajo wanted to use hundreds of millions of dollars of funds they are getting for capable Soomaali soldiers, so things like Xasan's tuugsi of foreign countries would not happen.

They are taking the speech out of context. In fact, the speech is about sacrifices. He was even talking about his travel to Somalia way back in 2011.

I always believed that defending your country or fighting for your freedom isn't about how much money you got.

Yet, on the other hand I do believe what the great poet Raage Ugaas said about the likes of Musaveni:

Baadida nin baa jira

kula daydayaayo

daalna kaa badane

Anse doonahayn

Inaad hesjo Daayin abidkaaye.

Who would, t like 10,000 of your soldiers and officers sitting in barracks inside Mogadishu and earning a $1000 dollars a month?. If any of your generals thinks about a coup or plotting  any kind of insidious idea you just send them to Marka or Mogadishu, or In Beledweyne in the case of Omar Geelle. It is known in Djibouti anyone suspected of a plot is exiled to Hiiraan.

If I were Musaveni, I will collect the cash for another ten years.

Qamaan bulxan not raage Ugaas but the xikm still stands and is relevant till this day

this what he should remind Museveni, Instead HSM went on with his script written by Galmudug M00ryaan.

The world has changed and people have moved on. Even though the foreign minster is from Somaliland and not part of Barre clan. Of course this was all before the mass purging of the civil service before Afweyne became tribalistic.
