Ethiopia's armed forces are overstretched.  Liyu police have been used to bully locals since its inception. They never engaged another paramilitary force.

Ethiopia's intelligence has also lost many of assets in Somalia. 

Amharas are worried about their own backyard and they didn't appreciate Abiy turned on Fano.

No one is pro anybody.  A policy of neutrality would have suited Mogadishu than aligning with Egypt (bloody snakes) over any other country.  It's our long standing tradition to never get involved other countries' quibbles.
