A glimpse into HSM's approach to Somaliland issue

Farmaajo has learned that very fact during the last 5 years. Not only has Somaliland forged stronger and deeper ties with its neighbors but also it's in the best shape ever in terms of diplomacy with the wider world.

The reckless behaviour undertaken by Farmaajo was a godsend to Somaliland. B/c it rejuvinated and energised both the government and the masses to wake up to the threats and respond. 

Now coming back to HSM, he is absolutely right. Trying to abuse "the UN Seat" to try to isolate Somaliland, a legitimate entity, will always back fire and will only lead to the total opposite of the desired results. 

HSM mentions that "it is Somalia's leaders" to propose political solutions to the Somaliland question. But what has he got in his toolbox that can bring back Somaliland? There is absolutely nothing in Mogadishu's toolbox.   

The only thing that Hargeisa could accept is any future talks is to hold another "Referendum" on the Somaliland question. The results binding and accepted by everyone.

The only thing that HSM may have had involvement in was the agreement brokered by the UK before 2012 London Conference. Which Somaliland agreed to attend the Conference and the "Special Arrangement" deal was signed. 

In the Special Arrangement deal, Somaliland has sovereignty over its development & Aid/Donor projects.  There was no direct involvement by anyone in Mogadishu as far as DP World or any other agreement before that or after that. 

Anyway, as far as Somaliland is concerned, the time for marking around is over. There were a number of agreements reached over the last 10 years between Hargeisa and Mogadishu. These agreements couldn't move forward because of Mogadishu. 

That history of broken agreements by Mogadishu is a strong argument by Hargeisa before any 3rd Party that is going to mediate.

So this time, it is going to be very different. There won't be any meeting at all unless the core issue is on the table. And further, there won't be any face to face meeting unless there is an understanding before the face to face meeting that the core issues will be finalised. 

In other words, the only time a face to face meeting will take place is when the issue is being finalised. No more time wasters, no more dancing around the bushes. 

Also, the fact that both the US and UK as well as UAE are in the driving seats in both Hargeisa and Mogadishu, will further assist in finalising this issue. The US wants to move its Djibouti military base to Berbera, as Djibouti no longer fits the bill for the US's strategic goals in the region - which among others include Democracy, Anti-China etc. Somaliland fits that bill. 

HSM also is desperate to have the US/UK's support as without them he is a lame-duck.

UAE backs Somalia unity as port deal unravels

The breakaway region of Somaliland has suffered a blow in its quest for international recognition after the United Arab Emirates (UAE) — one of its key allies — said it supports the unity of Somalia.

In an interview with the BBC on Wednesday, UAE’s Minister of State for Foreign Affairs Dr Anwar bin Mohammed Gargash said that the emirates don’t have a consulate in Somaliland and that the country supports one Somalia.

Signed the agreement

Mr Gargash also poured cold water on the recent controversial agreement between Somaliland, Ethiopia and UAE logistics giant DP World on the Somaliland Port of Berbera, arguing that UAE had signed the agreement with Somalia government of president Hassan Sheikh Mohamud.

In March, Ethiopia acquired a 19 per cent stake in the port for $80 million, while DP World and Somaliland took 51 per cent and 30 per cent stakes respectively.

But Mogadishu declared the agreement “null and void,” arguing that the deal was against the principle of unity of Somalia and that the responsibility to sign such agreements remained with the Federal Government of Somalia.

The remarks by the UAE Foreign Minister add a fresh twist to the tension between Somalia and Somaliland over the latter’s nearly three-decade struggle to secede. 

On Thursday, Abdirahman Mohamed Abdullahi Irro, leader of the main Somaliland opposition party Waddani, asked President Musa Bihi Abdi to resign for “lying” to the public about the Berbera port deal.

Mr Irro, who lost to Mr Bihi in the November 2017 presidential election, reiterated that the port agreements were signed by federal government and not by Somaliland.

Military base

The new development is likely to weaken relations between Somaliland and the UAE.

Ties between the two were perceived to be strengthening especially after the Emirates announced in March plans to train Somaliland’s security forces, just a year after it began constructing a military base in the semiautonomous northern region.

Analysts believe that UAE’s sudden backpedalling could be meant to cool down the diplomatic tensions with Mogadishu that led to the termination of  a military training and funding deal between the countries last week.

Seizure of $9.6m

Somalia announced the disbandment of the UAE programme to train and pay salaries to some of its forces, a dispute erupted between them over Somalia’s seizure of some $9.6 million from the UAE at the Mogadishu Airport earlier.

Somaliland declared itself and autonomous region after the collapse Somalia’s central government in 1991, but the two states have always has always clashed mainly over the use of resources, governance and territorial areas.

September 16, 2016 – The Indian Ocean Newsletter has learnt that President Hassan Sheikh Mohamud of Somalia has obtained from DP World that it pays his country a bonus of $2 million when it signs the contract, in return for which he will not oppose it running the port of Berbera in Somaliland (see also below).

One thing is for sure is this guy hassan sheikh he would not be hostile towards. Somaliland for the most past I think much of the koonfurians particularly the hag folks have given up on somaliland ever to be United with Somalia again the only thing and card they have is. Either  stall the so called talks it’s just matter of when somaliland. Finds the right key to officially dissolve the cancerous union for the most past for over three decades the two counties have been seperated have never seen any one from Somalia bunker govt ever putting any effort to bring somaliland back to thé cancerous union . Whether to force failmaajo tried with. Sabotaging allot of things but at the end he failed and left the bunker let’s see how it goes

well allot has changed since then. There is a diplomat with the rank of ambassador now in hargeisa I don’t know what changed but this bad for your people really.  As for the millatary base that spot was always reserved for the usa or some other power I think the emirates did the biding for Uncle Sam . Also Ethiopia is out of the question they have lost their  19 percent listen to somaliland foreign minister also president biixi clarified it not that long ago.

I would take a pint of salt with these reports. Nothing is further from the truth. 

Besides, we have seen Farmaajo's Government pull documents showing Previous Administration agreements with Ethiopia to justify their rendition of Qalbi-Dhagax. We have also seen the so called memorundum of understanding signed by Ministers with Kenya as far as the Somalia/Kenya maritime dispute is concerned.

Now, tell us where is this signature that you are talking about? :D

Just because some article here and there refers to one, doesn't make it reality or fact. I have articles of my own saying otherwise. 

Anyway, another thing that just trashes your argument is, when does a "Somalia President's signature" becomes law? Go back and read your constitution, unless you are talking about "Qooto-Qooto" style government. Which doesn't work in international setting. Have there been any UAE/Somalia agreement that was brought before your parliament? 

Well as far as the Somaliland/DPWorld agreement is concerned, it was brought before Somaliland Parliament and it was passed by both houses. That is where it stops.
