Accountability and competence: President Said Abdullahi Deni champions a new public service ethos in Somalia.

Garowe (PP News Desk) — President of Puntland State of Somalia Said Abdullahi Deni yesterday inaugurated the Institute of Public Administration and Management in Garowe. President Deni said the the institute “is a part of the government programme to professionalise the civil service of Puntland State”.

“The Institute of Public Administration and Management in conjunction with Kenya School of Government will train civil servants in Puntland. We have come a long way since the days Puntland civil service was characterised by incompetence and poor understanding of public services. Puntland State government has finalised civil service grade system for our employees” said President Deni.

President Deni emphasised the importance of competence in civil service recruitment. “We have acquired a new mindset for the public service. Not long ago a group of people asked me for a job at a financial management department for one of their kindred. Such a mindset results in that certain people begin to view government organisations as their own personal turf” said President Deni, apparently in reference to the current stand-off between Puntland State government and extra-judicial Puntland Security Forces in Bosaaso.

“If we had turned a blind eye to the law and order we would not have been holding this ceremony in here now” added President Deni.

Puntland State government has introduced successful security reforms alongside the professionalisation of the civil service in Somalia’s first founding Federal Member State.
