You know election is closing in when people drum up tribal emotions. Politicians, MPs want to come back so they have to show their clan constituents that they are fighting for them regardless whether what they are doing is legal or illegal.

Banadir representation is a tool being pursued by some quarters. In reality these know that legally the passing of Benadir representation motion is just a parliamentary gesture and not a binding one.

The constitution says that: the number of senators will be 54 senators. You have to change the constitution inorder for the parliament bill to be legal and binding. That is hard to do as they will need 2 thirds of parliament to vote for change of any article in the constitution. Hence, this shortcut.

Puntland tried to hold hostage Sool n Sanaag seats, instead of sticking the right rule and divide Senate seats among 18 regions,  they agreed to divide maamul goboleedyo. 

I was one the Pple protesting against this initially, but sidaas bay markaas siyaasiinta Pl ugu badisay, hadeyse kusoo laba Kacleeysey. AMAZINGLY, Pl wants now to divide seats among 18 regions . This is how it is most countries. Equal seats regardless of population. 

Still no idea where 13 seats for Benadir came from?

The very reason Puntland has gladly collected all its political enemies is precisely because of the constitution which it insists all Somali stakeholders must adhere to. The same constitution  which some folks try to skitter around time and time again.

During the last election cycle, was it not Puntland that was insisting on the completion of the constitution and doing away with the 4.5 system so as to move towards representation based on the provinces and districts? Were you not one of the naysayers who claimed that the country was not ready for that because some tribes still needed the completion of galMudug and HirShabelle in order for them to get representation?(Remember Culusow’s government had barely begun working on the formation of those federal member  states)

In any case, the constitution is clear: 54 members in the senate with each of Somalia’s 18 provinces(Benadir included) getting 3 senators— and that is what Puntland stands behind 100 percent. The constitution calls for EQUAL representation of ALL the provinces of Somalia in the upper house. 

Now, Farmaajo is merely attempting to play his political opponents against one another by bringing Benadir’s lack of representatives to the forefront. It’s a move calibrated against the coalition of convenience assembled against him who have nothing in common besides wanting to unseat him in the next election. How well they address the Benadir question within the bounds of the constitution will either make or break their resolve to dislodge President Farmaajo from Villa Somalia.
 

This is politics, may the best man win.😁

The constitution will be " La jiifiyaana Banaan".

It is illegal to give 13 To Mogadishu without basing any constitutional means. The provisional parliament says the upper house should be 54 based on 18 provinces. Some regions who are one and half provinces like Galmudug took 8 seats. They should have gotten 4 or maximum 5.

At the end this amalgamation of regions must be abolished and the federal system should be based on the original 18 provinces. I would even suggest the abolishing of the Upper House. Somalia needs one single parliament and the executive branch. 

Yet, at the moment, Puntland seems to be isolated politically. It is on the verge of loosing Sool and Sanaag community for good; it doesn't have good relations with South west and Hiiraan, and by pandering to Banaadir seats Farmaajo is allying himself to the " Unaka and company.  Also , in terms of constitution, it is only Puntland that is safeguarding and forcing the federal government to obey. 

Under C/raxman Faroole, Puntland decided to abandon Sool and concentrate to federal politics only. If Puntland had decided early the establishment of Sool and Sanaag as a self standing entity, it might have  created a real ally and powerful region that by default could have eliminated separatists in Somaliland. Without Sool and Sanaag Somaliland could have been reduced as  a small region of Dirta woqooyi.

Instead they have concentrated obtaining authority to appoint the Sool region members of Parliament to Mogadishu.

I think Puntland should self examine and change the course. Few weeks ago C/laahi DEni was praising Somaliland at the expense of Farmaajo and last week he was complaining about the fake Djibouti conference. The time has come for Puntland to build real allies  and concentrate for those who share their Pan-Somalism and those who stand by the constitution. 

Also, Farmaajo and company are weak links when it comes to HAG agenda. While he had moved the needle on the federal government and the nation, his administration has not strengthened anyone from JUbba, Sool, Awdal, Sanaag, Puntland, Gedo and others.

ok, 54, for 18 regions, how come PL leadership agreed to take 11, while Galmudug, which max a region and half, got 8 seats,.

PL were happy  to throw that Sanaag and Sool under the bus? How come we accepted yesterday injustice, and protest today, that is all  I am saying. Remember the Prime Minister was PL, and of course PL involved engineering this thing.

Remember , it would not fly without PL agreement.

It has to go back to 18 regions, equal representations, hadii kale meesha lagu kala tago.

war Heedhe in  mudo ah ba, constitions is not worth the paper it is written on, it is temporary, and the only thing that goes is power sharing among tribes.

I don;t think this will fly. 

It has been Lajiifiyona Banaan for a while, and I 100% agree with you, the upper house was not required at all. We should have invested better in working  constitutional court.

Farmaajo wants to screw with federalism, and   and hidden agenda  a move similar to JVA alliance.

I agree. Puntland had prime minister as a house Nigger who was based in Mogadishu. I do believe that in early 2009-2012, the whole federal government was, Puntland, Shhariif Ahmed and Shariif Hassan, they would have created Sool and Sanaag if they pushed, but chose to follow the HAG on these issues. Even Hassan Sheikh abandoned Sool and Sanaag getting their own MPs because of the pressure from Puntland and Somaliland.

At the moment,  Farmaajo is serving the interest of Mogadishu based groups.He will be judged how these regions fared at the end of his mandate.

Yes. They chose to weaken their brethren for political expediency. 

Just look in Northern Puntland, the HAG had created one and half region despite the bogus constitution sating two or more. Sool and Sanaag Bari could have the same time these were being pushed to the for front. 

Puntland should abandon swallowing  regions that are traditionally out of their political sphere and instead created allies. As Makhiri stated, in Somalia, you create political reality on the ground and then you force or sell others to that politicall reality.

THere were no Somaliland in the east until Xaabsade and his militia from Puntlkand took over Laascaanood and the rest is history.

Puntland should change course and help create Sool/Sanaag.
