Saaxiib maalin walba ma nin" Faranji " ah waa halkii iNa Cumar Geele, marka uu Hargeisa yimaado,  ayaa la heshiiyaa inta kalena waa la isu hanjabaa.

Whether it is Mogadishu or Hargeisa , the Somali man can not make any decisions or agree on basic things without the " Sixth community". 

Without them we would be savages without conscience.

I always welcome elections. It is the only legitimate way to oust a rogue leader or measure his administration. 

If the opposition  guys who were demanding the ouster of Muuse Biixi this year, and the man ( Biixi) who  bluffed and called the introduction of new political parties a week ago, discarded their false hubris and agreed with the white man to calm down, that is a good news for everyone concerned.

Habase ahaatee muxuu yidhii doqonkii:

Bariba waan halaabiye maxaad igaga fan faani.

The so called 'Faranji' was actually there as just a witness to the agreement.

The Agreement itself was hatched by Somaliland's Centre for Peace & Development and was shared with stakeholders. 

Here is the Gudoomiya CPD oo ka hadlaaya jaranjarooyinka ay ka soo gudubtay.

"Arinkan waa arin unkankeeda iyo hal-abuurkeeda reer Somaliland lahayd, Beesha caalamkuna way xoojisay oo way taageertay".

Of course, an exemplary election will be held. One which is peaceful, orderly and above all much more transparent and rigirously checked voter ID with IRIS scanners. 

This time round IRIS scanners will be installed in 1100 voting booths around the country, every voter will be required to proof the ID they are carrying matches the eye IRIS data that is in the data base. A huge technological feat indeed.

THe last parliamentary election was held in 2005. You have elected leader, parliament and government, what is stopping these fools to do this basic exercise.

holding elections without rules, boundaries or credible census is not going to create harmony among the people. Last time , the parliament candidate for Woqoyi Galbeed (Maroodi Jeex) contested the election from west of Berbera all the way to Wajaale. THere were no counties or demarcated district to run. 

The same goes with Awdal. the candidate is asking his tribes From Zaylac to Dilla for vote. He is not interested or even asking votes from the larger public but his own clan. He is not accountable to anyone. If a district or county with diverse communities were assigned for contest, the candidate would have been forced to appeal to everyone regardless of their clan. If Awdal has 14 seats, divide them in to 14 districts based on population.

Furthermore, in some regions people get elected with 2500 votes while others were more than 4000 up to 9000. 

In 2005,  Saaxil region which is basically Berbera and few other towns, their total votes were less than 30,000, yet they got 10 seats. in  Maroodijeex , you must score more than 4400 to get a seat. I am saying every seat must correspond the same number of votes. 

If Saaxil has 40,000 people it should have four seats. Make sure every seat must correspond 10,000 votes.

There is certain fear  in Somaliland that honest and correct census might prove false the perception of regions and clans, yet without basic rules, all what Somaliland doing is just obey the orders of the international community in order to get some badly needed cash.

If the election is considered a national duty and democratic exercise for people to elect their representatives, they would have fixed these discrepancies. The early leaders, Cigaal and Rayaale did move the needle and create a system, but those who were ruling for the last ten years have;t improved the system. 

If these people do not know these things, they should ask help from others. The so called " Beesha Lixaad" in Nairobi might disperse the cash and demand elections, but will never help to improve the system.

Look in Mogadishu, for eight years no one is even talking about finishing the temporary constitution . You do not need an army but a political will.

One thing most of us forget is the extremely important issue of losers consent.

You could lecture in the scientific or computerized conduct of elections (which are far easier to cheat than the old method), but the most important factor is have you convinced the stake holders that you have generally accepted method?

Census in Ethiopia became the hottest topic more than a year ago. Why?

The Amxara were against it. Why? Their number may be cut in half.

The Oromo did not mind. Why? They have the most number in the existing system/distribution.

The Somali current leaders kept quiet or sided with Amxara. Why? The current crop were appointed by Abiy and Amxara friends.

The stance should have been:

Somali most interested in census, since the Somali has highest population growth.

Oromo second most interested. Since they need to stand with Somali and also respect current system the most.

Tigray/Afar interested to respect current system, but not so enthusiastic about census. Do not lose or gain since they are among the lowest population growth.

Amxara should be expected to make life or death issue of census. Its in their interest. They stand to loose the most and probably detrimental.

Somalianders should focus on convincing each other, so that those who loose in an election can give their consent. Loser accepting his/her defeat is best result of any election.

A peace "agreement" negotiated by Nicolas Berlanga (E.U ambassador to Somalia) with a bunch of clan feuding locals. These "people" have not had parliamentarian elections in 15 years (the last on was 2005)....some "democracy" eh? they keep on boasting about, running their mouths, on this forum. Fools. 🤭

After months of legal hurdles and parliamentary rejections.. finally the two National Electoral Commission members from the opposition are given the Green light by the parliament. 

This paves the way for elections end of 2020.

The last few issues have been agreed and the road is now paved for the elections for Local Council and Parliamentary in 2020.
