The special arrangement was between Somaliland and the international donor community. It is something Somalia had nothing to do with and had no power to stop. What the Mogadishu administration is trying to do now is to persuade the donor community not to renew that arrangement.

Somaliland is not dependent on international aid but of course it will still get money directly from other countries.

Some countries and organisations will do that but it will not signed by somali federal government this time as special arrangement.

Who cares if the xamar government signs it or not. For us it is the same whether it is signed by China, Xamar, or the jinn as long as the money is given directly to Somaliland.
