UAE to train Somaliland forces under military base deal - Somaliland president BU DHABI (Reuters) - The United Arab Emirates (UAE) will train Somaliland security forces as part of a deal to establish a military base in the semi-autonomous region, Somaliland’s president said on Thursday. UAE government officials could not immediately be reached for comment - but the UAE has committed to invest hundreds of million dollars in recent years in the territory on a strategically important stretch of coastline on the Gulf of Aden. The UAE began construction last year of a base on a site at the airport of the Somaliland port city Berbera, and will be allowed to maintain a presence for 30 years. Berbera is less than 300 km (190 miles) south of war-torn Yemen, where UAE troops are fighting rebels as part of a Saudi-backed coalition. President Muse Bihi Abdi said the UAE would train police and military in Somaliland, which wants independence from war-torn Somalia but is not recognized internationally. He said he expected the agreement to be finalised within two months. “They have the resources and the knowledge,” Abdi told Reuters in an interview in Abu Dhabi. UAE has become more assertive in its foreign policy in recent years. The UAE Armed Forces have been fighting in the Yemen conflict since 2015 and in the past deployed in international operations including Kosovo and Afghanistan. Abdi said the military base, which he expects will be completed this year, will guarantee economic development and security for Somaliland and act as a deterrent to extremist groups in the region. Somaliland’s Foreign Minister, Saad Ali Shire, who was present during the interview, declined to disclose how many UAE soldiers would be stationed at the base. “POLITICAL MISTAKE” Several regional powers have set up military bases along the Horn of Africa coastline, including Turkey in Somalia’s capital. The United States, China, Japan and France all have bases in neighboring Djibouti. “It’s safer to have a lot of military in the area,” Abdi said. Abdi said he hoped UAE investments, including a new civilian airport and a road connecting Berbera to landlocked Ethiopia, will lead to a “huge creation of employment” in Somaliland where unemployment is rampant. “The biggest threat to Somaliland is poverty,” he said. Dubai’s DP World is also developing Berbera port and building a free trade zone nearby. This week, Somalia’s parliament voted to ban DP World from the country, an act that it said had nullified the agreement. Abdi said the vote was a “joke” and a “political mistake” that would have no impact on the DP World agreement that includes the government of Ethiopia. Somaliland broke away from Somalia in 1991 and has acted as a de-facto state since then.. Abdi also said he expected the UAE would make a hard currency deposit into Somaliland’s central bank but added that there had been no agreement between the two sides. Qamaan Bulxan On March 1, 2018, the Dubai-owned DP World and the government of Ethiopia have concluded a dubious deal with the unrecognized secessionist region of Somaliland. This happened without notice to or approval from either the fledgling Parliament or the Executive branch of the Somali Federal Republic (SFR). The Ethio-DP World deal was signed in a makeshift office in Dubai. No one can have so far explained why and how Ethiopia garnered 19% of the ownership of a prime real estate (Berbera Port) that it neither owns nor invested any capital for the construction and modernization of said Port. The only public explanation thus came from Mohamed Hure Buba, a member of one of the opposition parties in Hargeisa, who in an interview said that DP World gave that 19% share to Ethiopia. The Ministry of Ports and Marine Transport of SFR issued a press release on March 2, 2018, declaring the dubious deal null and void, and warned that “the so-called agreement is defective and detrimental to the sovereignty of the Federal Republic of Somalia (SFR) and the unity of the country.” Moreover, the Prime Minister of Somalia, Hassan Khyre, issued a stern repudiation of the deal and pronounced it dead on arrival (DOA). In response to the SFR position, the acentric DP World CEO, Sultan Ahmed bin-Sulayem, burbled with unstately statements and said that Somaliland is “an independent country” that has the right to enter into bilateral agreements. Somaliland leaders have gone rogue on this matter and violated an understanding between Villa Somalia and Hargeisa, which was Somaliland will approach international agreements that seek economic development with the consent of the Federal government. As to the Ethio-DP World, their action is part of a web of foreign entities pillaging Somalia’s resources. For some time now, there have been credible anecdotal information that United Arab Emirates (UAE), the government behind DP World, has been sabotaging Somalia. There are credible security sources that affirm the financing of some ISIS operation by the UAE. Also, Ethiopia since 2006 had either invaded Somalia, undermined various transitional governments through its clients in regional governments and in the parliament, or even armed insurgents, including but not limited to Al-Shabab, all these while she is an AMISOM contributing country. Founded in 2005, DP World is a NASDAQ listed company with over $15 billion portfolios and employs over 36,300 in 103 counties (DP World Strategic Plan, 2017). Its revenue for 2017 was a whopping $4.2 billion. One of the pillars of the company’s strategy is to conduct business with “courage.” Whether the Berbera deal reflects a strategic “courage” or a risky investment, time will tell. The elephant in the house, though, is whether bin-Sulayem, who enjoys enoourmous confidence of the erratic Crown Prince, Mohammed bin-Zayed Al Nahyam, can change the fate of a five-century-old ambition held by Ethiopia towards the warm waters of Somalia. Making Ethiopian Imperial Ambitions Possible For Ethiopia, to reach its imperial goal and sustain a regional status quo where it freely accesses Somali ports for its wellbeing without Somalia’s buy-in is a pipe dream, especially when one looks at the long trajectory of history. The region had been and continues to be one plagued by conflicts. A prudent Ethiopia would have sought its ambitions through a more stately alternative, i.e., through a collaborative means with the legitimate and internationally sanctioned SFR. Call the Faustian pact between the EPRDF-led government in Addis and DP World nothing but a short-sighted policy in a volatile region. In a way, the current Ethiopian government’s posturing over Berbera is a complete repudiation of the late Meles Zenawi’s initial position towards Somalia’s resources. Following a meeting with the late Mohammed H. Ibrahim Igal in 1994, Mr. Zenawi (founder of the ruling Ethiopian People’s Revolutionary Democratic Front) rebuffed any idea of his country taking advantage of Somalia. He underlined the immense contribution Somalia made to the Ethiopian revolution. In his concluding remarks, he affirmed to all sides that Ethiopia will only collaborate with Somalia, economically and politically, only when Somalia gets its bearing and reestablishes its unified state (Kindh Ethiopia, 1994). At the moment, we can arguably say that the post-Meles government in Addis’ Arat Kilo, controlled by young cadres who lack focus, are confused; they have put into motion a policy to pursue the dreams of ancient imperial Ethiopia – having unbridled access to the sea of Somalia even if it is through a dubious deal. Taking into consideration the endemic instability and ethnic strife in Ethiopia, the Berbera deal represents an infantile path for EPRDF to take vis-a-vis Somalia – perhaps a reflection of the beginning of the deterioration of a revolutionary regime in the Horn. It is titillating to argue that EPRDF is behaving as an unsophisticated government that has failed to learn lessons about the history of this region. Western Bias against Muslim Somalis The Ethio-Somali conflict on resources, in the past on grazing lands but recently on maritime resources owned by Somalis, goes back to the 16th century. It is to be recalled that the wars between Imam Ahmed Ibunu Khazali and Ethiopian Kings (Libna Dhingil, among others) marked the beginning of this regional conflict. Emperor Menelik himself never shied away from his dream of soaking his cold feet into the warm waters of the Indian Ocean by any means necessary. America’s preeminent Political Science scholar, the late Samuel Huntington, traces back the Ethio-Somali mistrust to distant days – back to the 16th century. In “The Clashes of Civilizations,” he situates the conflict between Somalis and Abyssinians in the war between Christianity led by the Portuguese and Islam by Turkish. He brings the import of these distant wars to present-day politics and openly sides with what he calls “friends” of the West, i.e., Ethiopia. In the conclusion of his controversial treatise, Huntington calls upon Western institutions (World Bank, IMF, USAID to defend Ethiopia and diminish the profile of Muslim countries. Somalia is one of those disfavored countries. In 1996, after he published another controversial book titled “Democracy’s Third Wave,” Huntington was commissioned by USAID to go and spend time in Addis Ababa to guide and advise the then-nascent revolution of Ethiopia. It was then that lessons on “The Clashes of Civilization,” and how to establish a one-dominant party system were inculcated in the Ethiopian body politic. As western Political Science has been shaped by the thoughts of Huntington and his predecessor, George F. Kannon, contemporary Africanist perpetuate the “inalienable” need of Ethiopia to have access to the sea; they advanced a narrative that is biased against Somalia, indeed overplaying the concept of Ethiopian being a Christian nation in a Sea of Muslims. Lately, nuanced narratives about Ethiopia’s rising military and economic power and how that takes primacy over the territorial integrity and sovereign state interests of Somalia is abound in Western media. Which is what a recent article, “Ethiopia, Berbera Port and the Shifting Balance of power in the Horn of Africa,” carried by a Western publication called Rising Powers Quarterly, argued. It stated that Ethiopia as a regional power should impose its “superiority” on its neighbors, i.e., Somalia. One is tempted to ask, why Somalia, and not Eretria? Didn’t Ethiopia historically claim Masawa and Assab – two ports that are close to the heartland of traditional Ethiopia? Of course, the obvious answer lies in the weak government in Mogadishu. To wit, what does Ethiopian economic growth as the largest market in the region has got to do with the sovereign rights of Somalia to be the sole guardian of its own country? In a reversed argument, would any western social scientist see it reasonable for Russia to take over the ports of Finland or Ukraine, because Russia is more populous and has a larger economic market than either Finland or Ukraine?   3. The General Assembly adopted resolution 1803 (XVII) on the “Permanent Sovereignty over Natural Resources” on 14 December 1962 by 87 votes in favour to 2 against, with 12 abstentions. The resolution had resulted from the General Assembly’s focus on, firstly, the promotion and financing of economic development in under-developed countries and, secondly, in connection with the right of peoples to self-determination in the draft international covenants on human rights. In 1952, the General Assembly requested the Commission on Human Rights to prepare recommendations concerning international respect for the right of peoples to self-determination. The Commission on Human Rights recommended the establishment of a commission to conduct a full survey of the right of peoples and nations to permanent sovereignty over their natural wealth and resources, having noted that this right formed a “basic constituent of the right to self-determination”. In accordance with this recommendation, the General Assembly established the United Nations Commission on Permanent Sovereignty over Natural Resources on 12 December 1958 under resolution 1314 (XIII). In 1961, this Commission adopted a draft resolution outlining principles concerning permanent sovereignty over natural resources. Following consideration of this draft resolution by the Economic and Social Council and the Second Committee of the General Assembly, the General Assembly adopted resolution 1803 (XVII). Resolution 1803 (XVII) provides that States and international organizations shall strictly and conscientiously respect the sovereignty of peoples and nations over their natural wealth and resources in accordance with the Charter of the United Nations and the principles contained in the resolution. These principles are set out in eight articles concerning, inter alia, the exploration, development and disposition of natural resources, nationalization and expropriation, foreign investment, the sharing of profits, and other related issues.

  7. Musuq Maasuq Soomaali waa mehedadeedii. Those of us who follow Somali politics know how far Somali public officials and crooks would go to steal public money. In 2012, Former President Hassan Sheikh and his Damujadiid operatives tried to open an account in Dubai to deposit money that would be recovered from foreign banks. Tens of millions of dollars owned by the Somali state were frozen in foreign banks mainly New York and Swiss Banks. Foreign lawyers hired to recover these assets were successful to recover some of that money and there were high hopes that hundred of millions sitting in those banks could be recovered in the future. The Somali officials hired to facilitate the recovery of the foreign lawyers tried to divert that money to offshore accounts in Dubai. In order to steal the money through the power of the state , they dispatched the deputy finance minister Mahad Salaad--that is the same Mahad Salaad who is trying to obstruct the work of prime minister Khayre--and the Somali ambassador in UAE. They were both empowered by Damujadiid to steal the money. In order to transfer the money, the foreign banks in New York,any demanded that the governor of the Somali central bank to approve and sign those transfers in accounts other than the Somali central bank. Mahad Salaad went to Dubai on behalf of the ministry of finance and the president asked the governor of the Somali bank to go to dubai and sign on the account. Fortunately, the governor of the bank happen to be an honest lady named Yusur Abraar, and she refused to transfer Somali state assets to offshore accounts which might pave the way for embezzlement. After she received couple of direct orders and threatening messages, she decided to resign and she spoke out through the media. The Jeegaan crooks who are more greedy and criminal than any Somali entity we have seen for the last 60 years wanted to steal an investment dollars that was intended either for Wajaale-Berbra road or other agreed upon direct investments. The UAE delayed the funding of some of these projects before the election on the fear that these agreements could be scrapped by the new government. The soft speaking crook, jeegaan foreign minister Sacad Cali Shire, personally asked Muuse Biixi to keep him at the foreign ministry in order to bring the investment and fulfil the agreements signed by Dubai. Sacad Shire, the soft speaking crook who is famous for his " Xaqul Qaklim" schemes to steal money from foreign companies , wanted to cut his own cash from these deals before he leaves office. Also, former ministers and the women who were running Somaliland with Biixi for the last year of the Siilaanyo administration, wanted to get their cut before the money goes to the central bank. THese ladies might be out of the government, but they want to steal as much as possible since financial bonanza under the Jeegaan is looking to dry. Here are the facts of the case about the "Somaliland investment company' in Dubai. First the two people who are in charge of the investment company are both related to the two ladies, one the wife of Ahmed Siilaanyo, the other is the former finance minister who is a well known individual who created most the inflation the destroyed the livelihood of the ordinary people. Second, rather than register this company in Somaliland through the finance ministry and open an account in the central bank, they opened and offshore account without the knowledge of the finance ministry and the bank. Further more, directors of the government investment agency or corporation should be appointed by the president, or the finance ministry to oversee the activities of the agency. Those who are appointed in these investment agencies must be people of high caliper both in financial circles and must posses high degree of integrity and independence. Yet, two wet boys who never managed a shilling were put in charge because of nepotism and corruption. Third,the Somaliland investment ministry does not know the existence of this agency as was clarified by the director of the agency. Forth, in order to cash and divide the proceedings, all relevant crooks from the Jeegaan had met in Dubai as we speak. Among those who were present to loot the public purse were : Saamsam Aadan, former finance minister, Wife of the former president, Mohamuud Xaashi , former chief of staff of Siilaanyo who was acting the de facto president while the old man was taken care off, and their lieutenants, Baashe Morgan, and the nephew of Samsam acting the secretary of the agency. This time the Jeegaan get caught of stealing at the day light, yet as chairman Cirro demanded, someone should resign to atone this crime. Why would a playboy kid who was former musician is allowed to use the Somaliland foreign relations as a family shop to steal money. He should have been fired the day the warlord became president. For the last seven years, millions of dollars of foreign aid and relief aid to help the people were stolen by the Jeegaan and their associates. No one knows what the 64 million SDF went without showing anything tangible. The $152 million dollar Hargeisa water project is utter failure after six years. The minister of the water said today that there will not be any water expected from those wells in " Xumbo Wayne". Six years of lie and millions wasted. He is not a member of the Habro that is probably the reason he is telling the truth. Who knows the Jeegaan might fire him after he told the truth. The Jeegaan is not only ignorant, but ruthless and greedy. Jeegaantu waa Nacab. The media is muzzled, and those with the knowledge were disbanded from these ministries. Siilaanyo and company just came and looted everything and everyone. They acted like a locust that was hungry by taking as much kill as possible before they were disbanded. Certainly these people from Burco and Gabiley are not only hungry but also corrupt and ignorant. They fired all those who would have helped their people to find decent water. They could have went to Borama and study how the water of that city were managed by private and public partnership which is covering 90% of city with less than few hundred of thousand dollars. Yet the Jeegaan spent $152 dollars with no water in sight. Waa Jaahil Jaahil Hagaya. For all these years, the water and mineral ministers were from Jeegaan for a long time. A year ago, a serious man from Laascaanod was the minister and he confronted those who were looting things both in Berbera and Hargeisa. After he spoke, The Siilaanyo boys fired him. Almost all the ministers from the Jeegaan are either ignorant or crooks( Waa Juhalo magac qabiil meesha lagu keenay, ama tuugo xadhkaha goosayat).Here is the lady that was hired because she is Jeegaan: Each tribe is doing it's agenda without coordination. .Imisaan lahayn Qabiil iyo dawladi isma galaan.

This Major General report, shows a glimpse of fighting with Dervishes, from British side of story, with lots of racism and arrogance towards SOMALIS, all the fighting he reported , are also narrated from SOMALIS who fought from Dervishes side, and were alive in 1960s, early 1970s. The report is on 1904, and British were hoping to finnish Derwish movement in couple of months. The fighting was happening from Nugal to Las Qoray, To Jiddali , Bari region. I know a lot of the areas General is talking about. It is very crazy how Dervishes are at war at all sides, , and are fighting British, Italians, Abyssinians, SOMALI kingdoms, who are against Dervish State. From the creation of Puntland in 1998, there were two groups with conflicting thoughts To include SOOL and SANAAG, and Cayn in Puntland ( Abdullahi Yusuf camp) or Not to include, and leave former British SOMALILAND regions undisturbed, (Faroole and others) FAROOLE , , and many others, still alive, and current Puntland politicians believed SOOL and SANAAG, Cayn, should NEVER be included in Puntland, to the point FAROOLE angrily left the conference in 1998,and gave interview with his objection to BBC, that is after Abdullahi Yusuf camp won, and decide to include SOOL and SANAAG and Cayn. During Abdullahi Yusuf , he was more of a uniter, and SL would not dare to attack SOOL. Many years later Faroole became the president of Puntland, still has not changed his belief, and worked closely with SL, undermine Khaatumo, QAWda maqashi waxna ha u qaban style. Shortly, after Faroole left office, he was welcomed with with red carpet in Hargeisa. why would any Puntland former President ever deserve such welcoming? Now close cousin of Faroole, Mohamed Haji Adan discussed this interview, he dared to say more , than Faroole can say publicly. This is still an issue in Puntland, and will be one of the many reasons, Puntland may not go to war in Tukaraq. At the end of the day, the group that has local support will win, and even though Khaatumo community gets big share in Puntland, for some reason that does not translate to much support, like Faratoon can deliver from JS. For seven years the Somaliland system of government was transformed as a business enterprise to loot the public purse, land, infrastructure , public buildings and houses, and every empty plot of land whether it is school property, parks or libraries. Every government office was used as a vehicle to fraudulently embazel the property of the public for personal benefits. Oil terminals, ports and public land were sold for pennies to the dollar. All the buyers need to do is offer few kickbacks and you could buy everyone and everything including ports, oil terminals, rich minerals from the mountains and about a dozen licenses for oil exploration. Most of those who stole the money including the former finance minister had left Somaliland and settled back to London. The man who supposed to watch the shop had cognitive illness (Dementia and old age due to stroke) which enabled his family members and the Jeegaan coalition to rob every thing. His inability to govern was apparent as early as 2011, yet critics of the leader and his administration were bought and silenced. Due to consecutive and successful elections help by the Rayaale administration, millions were provided to alleviate poverty and enhance capital projects. Also, they got a lion's share of the hundred of millions of dollars allocated by the international community for Somali relief and capacity building in the region. By promising to unite with the federal government in the near future, they got almost half of all aides allocated to Somalia from EU, US, Arab countries and Turkey. Unfortunately, all that money was looted and spent in huge villa's and buildings in Hargeisa. If you compare the so called Booli Qaran-- which was less than a hundred mansions built in and around Mogadishu in nineteen eighties by Siyaad Barre connected looters--this one is hundred times bigger Booli Qaran, and those who visited Hargeisa today are marveled the extensive looting and how the money is used to build mansions and buildings in Hargeisa. Yet, unemployment is 70% and the rural people are suffering, water is scarce everywhere and there is no plan to alleviate this issues. The rampant inflation felt by the poor and everyone in Somaliland is due partly by the excessive availability of huge money by the looters which are buying the few commodities that are available in the market. The commodities in the market are limited and there is no local production of these goods. Inflation occurs when demand in goods and services in an economy rises more rapidly than the economy's productive capacity. When the prices of food, clothing, housing, services and fuel rises, it will be felt by everyone except those who looted the public purse and have plenty of the unearned money. Another major cause of the inflation is the increased supply of money in the market. Almost every year, the Jeegaan government had printed hundred of billions of Somaliland Shillings and released to the market without proper economic policy. That is why you need a big dolly to carry one thousand dollars. They hired their own Jeegaan members across the civil service and allowed others to draw unearned salaries. The Siilaanyo palace alone had 120 full time employees plus a garrison of soldiers with 10% of the budget. Huge and rich nations do not even have that kind of workforce in the prime ministers office or the president. His wife had built two big hotels one in Mogadishu and one in Hargeisa. According to some researchers women embazel money more than their husbands and Somali women are not different. Now, welcome to the Jeegaan 2.0 . Hundreds of Millions of public and private money had been spent to elect Ina Biixi and his Jeegaan coalition. Everyone was was aware that Muuse could not pass neither the threshold needed to lead Somaliland nor become a respectable leader. C/raxman Cirro was a decent God fearing man who might have made few political mistakes, but the way he acted during the election showed that he was mature, good hearted man and his supporters wanted to show the people not a tough guy but a decent sensible guy who could unite the people. Unfortunately, the wrong guy became the leader and he is already sinking like a boat with big holes. What did he do for the last 30 days?. He tried to intimidate the youth by shaving their heads by force and issued gag orders to the media. This are minor issues but the big news everyone is hiding has taken place in Djibouti. Now it is apparent to everyone that the Jeegaan never planed to give up power no matter what. We know now that they have bought almost everyone including the election observers of the opposition parties. Not long ago, tribal elders were given " Cimaamad" or few hundred dollars. Everyone knows that business monopoly is bad for the consumers and the public who should be given the choice of buying services from different companies in order to bring down prices. It is just a common sense. Now, in order to get back the millions he spent in the Jeegaan election, AW Saeed want to change the Somali telephone code of 252 to the Djibouti country code of 253. For the innocent public or what we call in the north " Gaas Dhagoole", this change of number was presented as Somaliland trying to be independent of Somalia and get it's own number which is free from Somali control. That means without lifting a finger or putting any huge infrastructure, Ina Aw Saeed want to make money for every single phone call made from around the world to Somaliland while sitting in his Djibouti office. Telesom is a company with large shareholders around the Somali region. I do not know the percentage, but in every region, the operators are local and they own a big share of the business. By the way the threat of the telecom companies to the Somali state is real and well known every where , and especially in the south. Another overriding reason is also, the anti Jeegaan people of Somaliland own shares in the Telesom company. Since the aim of the Jeegaan is to suck life out of everyone, and deny any economic gains that might challenge their monopoly in power, they are willing to do the unthinkable of denying economic prosperity to the other clans and sell the country to the highest bidder .
